Why the colombian gov. makes u.s citizens born in colombia get seperate colombian pport to enter/exit colo?

I would like to visit colombia this coming summer but am confused as to WHY I need a seperate colombian pport to enter and exit the country if I was born there to begin with. I am already a U.S citizen.
