California Smog Visual Check?

If you have an aftermarket catalytic converter, you will still p the visual inspection. I live in Southern California and a friend of mine is a smog tech. He told me that as long as a catalytic converter (OEM or aftermarket) is installed on the exhaust system, the vehicle will p CA visual inspection.
