Betta in a community tank?

O.k so my little brother has a male betta that has been in his own tank for about 3 years. the poor thing never gets any attention, and the water needs changed desperately badly. I was wondering if I could move him in my tank? I have 3 glo-fish and 3 rummy nosed tetras, its a 10 gallon rectangle tank. I have a decorative ornament and three live plants that haven't quite grown yet and one plastic plant. would it be o.k for me to move him in with them? My dad had his male betta in his community tank 30 gallons, with three different kinds of tetras and a few other kinds of fish. he did fine until my dad added a bottom sucker and it started sucking the Betta's fins. so would it be o.k for me to move her in there? thanks in advance!
